Is this Kesa Katame arm lock a good or bad move? It seems kinda dangerous, but awesome if you can pull it off...

It looks okay. If you do not get the submission, it looks like you could end up in north/south. That's a good position so I don't think the technique is too risky.

It's fine. It's a very standard and common move.
We usually call the sitout with an underhook the 'modified kesa gatame' or modified scarf hold.
When you just say scarf hold or kesa, that implies head and arm (no underhook).
